Kenneth Chamberlain (Manchester PD) 2016-2017

Officer Kenneth Chamberlain is a Traffic Investigator with the Manchester Police Department. Officer Chamberlain has been a member of the Manchester Police Department since 2003. Officer Chamberlain is also the President of the Manchester Police Patrolman’s Association.

Prior to becoming a member of the Manchester Police Department Officer Chamberlain was a member of the Hooksett Police Department from 1992 to 2003 where he reached the rank of Patrol Sergeant. Officer Chamberlain started his law enforcement career working as a Part-Time Police Officer with the Moultonborough Police Department from 1984 to 1986 as part of his cooperative education program while attending Northeastern University. Officer Chamberlain is a 1987 graduate of Northeastern University where he received a Bachelor of Science Degree in Criminal Justice.

Patrick Cheetham (Londonderry PD) 2016-2017

Lt. Cheetham is a patrol lieutenant in his 14th year with the Londonderry Police Department having previously served as an FTO, patrol officer, patrol sergeant, and detective sergeant.  He is a pipe sergeant and the Assistant Band Master to the NHPA Pipes and Drums Band, two duties of which he is extremely proud.  In January of 2012, he was nominated and voted onto the NHPA legislative board and soon thereafter elected to the NHPA’s Board of Directors.

Sgt. Cheetham is a certified forensic polygraph examiner and a negotiator for the Southern NH Special Operations Unit.  In June of 2013, he was appointed by Governor Hassan to serve on the Gaming Regulatory Oversight Authority, a nine member panel tasked with recommending how the state should oversee and regulate a proposed casino if approved in NH.  He is a proud graduate of St. Anselm College, Class of 2003, and is pursuing his MBA at Southern NH University in Manchester.

Timothy Mone (NH Liquor Enforcement) 2016-2017

Timothy Mone currently works as an Investigator for the NH Division of Liquor Enforcement and Licensing. Originally from Dover, New Hampshire, Investigator Mone graduated from Massachusetts Maritime Academy in 1999 with a Bachelor of Science Degree in Marine Safety. Prior to entering law enforcement, Investigator Mone sailed as a licensed Officer in the U.S. Merchant Marine.

In June of 2000, Investigator Mone became a member of the University of NH Police Department and attended the 126th NH Police Standards and Training Academy. In 2002, Investigator Mone was hired by the NH Division of Liquor Enforcement where he continues to serve. In 2004, Investigator Mone was assigned to the NH Attorney General’s Drug Task Force and continued in that assignment until 2007. 
 
Investigator Mone also serves in part-time capacities with the Madbury Police Department and the University of NH Police Department. He has been a member of the NHPA Legislative Committee since 2007.

Brian Benard (NH Probation & Parole) 2016-2017

Director Benard graduated from the University of New Hampshire in 2006 with a dual major in Psychology and Justice Studies.  He was hired as a Corrections Officer on February 2, 2007.  In September 2008 he was promoted to Probation/Parole Officer and worked in the Nashua District Office.  In January 2011, he lateralled to the Manchester District Office where he currently works.

Director Benard decided to work in law enforcement to help provide a service to his community.  He believed that the offer of great health benefits and a modest salary was something that would secure his future and that of his family’s. He has taken great concern over recent changes to the retirement system and the overall effects that some legislation has had on the law enforcement community. He decided to run for the NHPA Board of Directors to dedicate his time to serve his fellow Officers both past and present.

John Cinelli (Nashua PD) 2015-2018

Detective Cinelli has been involved in law enforcement for the past 21+ years. He served 13 years as a civilian dispatcher and for 8 years as a Nashua Police Officer and now as a detective in the Criminal Investigative Division.

Detective Cinelli has extensive experience in the collective bargaining process having served as Union President for 12 years as a dispatcher in Saugus, MA.  He continually advocated for improved working conditions while serving the community and was a member of the Group Insurance Commission Committee.  While serving on that committee, he successfully worked with the city and negotiated healthcare benefits for both active and retired members.  

Detective Cinelli was appointed as a Director in 2014 to fill a midterm vacancy and then successfully ran for the position later that year. He was elected to a three year term from 2014 to 2017.

In 2016, President Chamberlain nominated him to serve as Treasurer. His nomination was unanimously approved by the Board of Directors.

Brian Valerino (Berlin PD Ret.) 2016-2017

Deputy Chief Valerino has been in law enforcement for 20 years. Hired by the Berlin Police Department in January 1990 he quickly rose through the ranks; starting his career as a Patrolman in the Patrol Division until 1994. In 1994 he was promoted to the rank of Detective where he quickly excelled and reached the rank of Detective Sergeant. In 2002 he was promoted to Captain and in 2006 he attained the rank of Deputy Chief. 

During his years of service, Deputy Chief Valerino was a very active member of his department. In addition to his regular duties he also served on the department’s Emergency Response Team. In 2009 he stepped down from the Emergency Response Team as the Commander of the unit. 

Deputy Chief Valerino currently sits on the Board of Directors with the NHPA and serves as the Chairman of the Cadet Academy. He looks forward to serving his brother and sister officers in that capacity in years to come.

Deputy Chief Valerino is married to his wife Denise, and they have three children, Dominic, Cassandra, and Madison.

Paul H. Dean (UNH PD) 2016-2019

Paul H. Dean is the Chief of Police and Executive Director of Public Safety for the University of New Hampshire. Chief Dean is a 28 year veteran of law enforcement and holds an Associates Degree with honors in Criminal Justice from Hesser College and a Bachelors Degree with honors in Criminal Justice Management from Granite State College.

Chief Dean is a graduate of the 186th Session of the FBI National Academy in Quantico, VA and The Babson College Command Officer Training program in Wellesley MA.

Chief Dean serves as an adjunct instructor for the Great Bay Community College-Criminal Justice and Homeland Security Program. Chief Dean Serves as an adjunct instructor for the New Hampshire Police Standards and Training Council, The New Hampshire Fire Academy, The International Association of Campus Law Enforcement Administrators Homeland Security Program, the U.S. Department of Homeland Security, New Mexico Institute of Mining and Technology-Energetic Materials Research Testing Center as an instructor in terrorism and emergency management related issues.

Chief Dean serves on the IACLEA Homeland Security & Domestic Preparedness Committee and is the co-author of the highly successful FEMA MGT 361 and 361(c) Managing Critical Incidents for Higher Education Institutions: A Multi-Disciplinary, Community Approach.

Chief Dean serves on numerous committees at the University of New Hampshire, to include the Student/Faculty/Staff Behavioral Intervention Team, Transportation Safety and University Emergency Group.

John Yurcak (Nashua PD) 2015-2018

John Yurcak has been a police officer with the Nashua, New Hampshire Police Department since 1995.  He is currently assigned as a Sergeant in the Uniform Field Operations Bureau.  His past assignments have included the Domestic Violence Unit and as a detective in the Youth Services Division.  Additionally, he serves as an Assistant Team Leader for the Tactical Marksman Unit of the department’s Special Reaction Team and is a member of the Crime Scene Unit.  

Prior to being elected to the NHPA Executive Board, he served on the NHPA Legislative Board and on the NHPA Board of Directors.  He is also a past secretary and vice-president of the Nashua Police Patrolman’s Association.

Before becoming a police officer, he served on active duty as a Marine Corps officer.  He is currently in the Marine Corps Reserves assigned as an Emergency Preparedness Liaison Officer to the Federal Emergency Management Agency (FEMA), Region II (New York, New Jersey, Puerto Rico, and the US Virgin Islands).

He is a faculty adjunct at the University of Massachusetts, Lowell and at Rivier University, Nashua, where he teaches a variety of courses related to terrorism, homeland security, and emergency management.  He received a B.A. in Political Science from the University of New Hampshire, a M.S. in Forensic Science from National University, San Diego, and a diploma from the National Defense University, Washington, DC.

John Curran (Meredith PD-Ret)

Retired Chief John Curran has been a long time member of the New Hampshire Police Association. Chief Curren retired as the Chief of Meredith Police Department after 26 years of service with that agency.  

Chief Curren presently works part-time for the Belknap Sheriffs Dept. He also works part-time for Center Harbor Police where he fills vacant shifts when necessary. These vacancy usually occur as a result of officers who call in sick and/or have to attend court. This part-time work allows him to maintain a connection to the law enforcement community that he has enjoyed al of his life. 

Chief Curran brings a wealth of knowledge to the NHPA Board.

Robert Blaisdell

Robert P. Blaisdell serves as Vice President of Government Affairs for The Demers Group, Inc. Mr. Blaisdell has over a decade of government affairs experience and he is part of a family tradition of involvement in New Hampshire’s political process dating back to the early 1960’s. Mr. Blaisdell has been with The Demers Group since 1998. He is responsible for managing and overseeing special projects for the firm including client development and assisting clients with strategy and their implementation of comprehensive governmental affairs activities which includes lobbying and / or association management. In 2000 & 2001, Mr. Blaisdell served on the Greater Manchester Chamber of Commerce Government Affairs Committee. 

In 2004 through 2006, Mr. Blaisdell served on the Business & Industry Association of New Hampshire’s Human Resource Committee where he focused on issues including labor law regulation, health and safety regulation, health insurance cost and availability, workers compensation, and improvement of the state’s education system. In January of 2005, Mr. Blaisdell was named a recipient of the distinguished NH Union Leader newspaper’s 40 Under Forty Award, which recognizes forty NH residents who are all under the age of forty, nominated by their peers and honored for being quick out of the gate, influential within their field and beyond, making their dreams a reality, and leading the way for New Hampshire’s future. In January of 2008, Mr. Blaisdell was featured in Business NH Magazine’s “The Battle for Power” Making it in NH for having many “impressive wins for clients”. In January of 2009, Mr. Blaisdell was recognized by Business NH Magazine as one of 25 people who will lead and shape the Granite State for the next 25 years. Recently, Mr. Blaisdell was appointed by the Mayor of Manchester, the state’s largest city, to serve on the Task Force on Efficiencies & Consolidations and he was also nominated and confirmed by Manchester’s Mayor & Board of Alderman to serve a 3 year term as Commissioner of Manchester’s Parks & Recreation. In addition to his work with the firm, he continues to serve as a strategy and policy advisor to many candidates seeking office on both the state and federal level. Mr. Blaisdell has a BA in Communications from The University of New Hampshire.

James Demers

James M. Demers is the founder of The Demers Group and serves as its President. Mr. Demers is a former member of the New Hampshire House of Representatives and former congressional candidate. He has over 30 years of experience in the legislative, regulatory and political fields. He also serves as Executive Director of the National Card Coalition, an organization consisting of major national credit card issuers and related companies with an interest in state legislative, executive, and regulatory activities affecting the credit card industry in all 50 states. He is a regular political commentator/analyst for WMUR-TV, New Hampshire’s ABC affiliate, where he often appears Sunday mornings on the political news program “Close-Up”. Mr. Demers is well known and respected throughout the country regarding the financial services industry and presidential politics. He has served as New Hampshire co-chair of Barack Obama’s presidential campaign and he previously served as New Hampshire chairman of Dick Gephardt’s presidential campaign. He presently serves on the advisory board of the New Hampshire Institute of Politics at St. Anselms College, he is a member of the State of New Hampshire International Trade Advisory Committee and he participates as a “political insider” for the National Journal. In 2008 PolitickerNH.com ranked him the 5th most influential person in New Hampshire.

Mr. Demers is a graduate of the University of Miami and he holds an MBA from Southern New Hampshire University. He is a former three-term member of the New Hampshire House of Representatives where he served as the Assistant Minority Whip. His legislative experience included serving on the Strafford County legislative delegation where he gained first hand experience in the workings of county government. From 1997 – 2007 he served as President and Executive Director of the New England – New York – New Jersey Financial Services Association. He has served as Vice President of Government Affairs at Marine Midland Bank in New York and Vice President of Government Affairs at the Associates Corporation of America in Dallas.
